
Kentucky High School Basketball Hall of Fame
Preamble: In order to recognize and protect the rich heritage of Kentucky high school basketball, the Kentucky Association of Basketball Coaches (KABC) does hereby authorize the establishment of the Kentucky High School Basketball Hall of Fame. The organization will be a non-profit, charitable appendage of the KABC.
Article I: Governance
Clauses A-D
A. Board of Directors will be developed to govern the Kentucky High School Basketball Hall of Fame.
B. The board will be made up of 9 members, appointed by the KABC for a life term. The KABC will appoint new board members with the advice and consent of the Hall of Fame Board. The board will represent the geographical, cultural and population diversity of Kentucky. Board members service may terminated by:
1. Resignation
2. Death or Illness
3. Lack of attendance
4. A 2/3 vote of the board for dismissal will be necessary for removal of any board members or executive officers.
C. A quorum of six members is necessary to conduct business. A majority vote will be necessary for all procedural and board actions with the exception of personnel issues
D. Board responsibilities include but are not restricted to:
1. Set meetings and elect a vice-chairman for a 4 year term
2. Provide financial policy and oversight as well as overall governance.
3. The board by acclimation or by majority vote will make the final selection for all hall of fame inductees.
D. No compensation will be given board members other than pre-authorized expenses for board meeting attendance. However, the board may contract services for the carrying out of board ordered programs and/or actions.
Article II: Executive Department
Clauses A-E
A. The Executive Director of the KABC will be the Hall of Fame Board Chairman. The KABC Executive Director may appoint a person to fill the position of Board Chairman upon approval of the KABC and Hall of Fame Board.
B. The chairman will not receive a salary but will be eligible for expenses necessary for board meeting attendance.
C. Chairmanʼs responsibilities are to:
1. Carry out procedural meetings according to the rules of order.
2. Notify board members of all meetings.
3. Co-sign all checks with the Secretary Treasurer.
4. Vote only to break a board action tie vote.
5. See that all actions approved by the board are being appropriately carried out.
D. A Secretary Treasurer will be appointed by the KABC. The Secretary Treasurer will
not receive a salary but may be compensated for expenses related to board
meetings.
E. Secretary Treasurerʼs duties are to:
1. Maintain all board meeting minutes.
2. Maintain all financial records, co-sign and issue all checks.
3. Maintain all records of Hall of Fame in an appropriate manner.
Article III: Amendment Process
Clause A
A. The Hall of Fame board of directors by a 2/3 vote may add to, change, or delete any portion of this document. The KABC board must approve any or all changes to this document.
Article IV: Necessary and Proper Clause
Clause A
A. The Kentucky High School Basketball Hall of Fame Board may take any and all actions that are not described in this document in order to develop the necessary and proper means to promote the integrity and improve the effectiveness of the Kentucky High School Basketball Hall of Fame.
Kentucky High School Basketball Hall of Fame By-Laws
Induction is based on accomplishments and contributions made by players and coaches to Kentucky High School Basketball.
I. Eligibility:
A. Coaches--Must be 50 years of age or retired from coaching for five consecutive years. They must have had a highly successful career coaching basketball in Kentucky. A coach must have made a significant contribution to high school basketball in Kentucky, including won/loss records, championships, etc.
B. Players--Eligible 20 years after completion of Kentucky high school basketball career. The career must include outstanding individual accomplishments. Added weight will be given to those players whose performance added to their teamsʼ overall accomplishments. *Suspended until 2018
II. Screening Committee
A. A screening committee made up of 12 members will be appointed and maintained. The KABC Board will be responsible for maintaining the committee.
B. The screening committee will be responsible for developing the process by which Hall of Fame candidates are identified. The KHSBHF board shall approve the screening process. The candidates will be forwarded annually to the Hall of Fame board by the screening committee.
III. Voting
A. Majority vote shall be required for selection.
B. Induction classes for 2012-2018 shall be 16 or less; Example for 16 inductees:
1. 12 players
2. 4 coaches
3. 1 Legends coach shall be included in the 4 coaches selected
4. 1 Legends player shall be included in the 12 players selected
5. A Legends player and coach shall have participated on or before 1950
6. 20% of nominees and inductees shall be women's coaches and players
C. The KHSBHOF selection committee shall annually submit a minimum of 12 nominees for coaching honors and 36 for player honors.
C. Nomineees to the board not chosen for induction shall be resubmitted for 2 years, after which they will be held for 3 years before being considered for resubmission by the screening committee.
D. Through 2018, there will be a suspension of bylaw IB.*
E. Players and coaches selected each year to the KHSBHF shall represent as equally as feasible all decades from the 1950's through 2010.
Example: 50's -90's - 2 players each decade with a total of ten. 2000's 1 player and 1 legend making the total 12.
Coaches shall be selected in 20 year periods. 1 for every 20 years 1950 through 2010 plus 1 legends coach.
